Funk Dat: Illegal Recycling?

Why can some recycling be illegal? Why did a man get stopped for speeding in Michigan while he was on his way to collect a refund on some cans. Michigan will pay up to 10 cents each for cans to be recycled and the man was expecting over a thousand dollars. But the cans were discovered to have come from another state, Kentucky. Trying to get a refund on cans from a different state is illegal
